Software Tools Available from the EPA Emission Factor and
Inventory Group
Software Descriptions
The U. S. Environmental Protection Agency (EPA) Emission Factor And Inventory Group (EFIG)
develops air emission factor and inventory software tools for both point and area sources.
These tools support activities such as Clean Air Act requirements, State Implementation
Plans (SIP), SARA 313 reporting requirements, and other emission estimating and assessment
activities. The most popular software items provided by EPA's Emission Factor and
Inventory Group include the Factor Information Retrieval (FIRE) database, the TANKS
database, and the Air CHIEF CD-ROM. Please visit the individual web pages for more

Fugitive Dust Emissions Estimation
MECH is a computer program which estimates particulate emissions
from paved roads, unpaved roads, materials handling, agricultural tilling and construction
& demolition operations. This program automates the calulation routines contained in
the document "Control of Open Fugitive Dust Sources" EPA 450/3-88-008. The WIND
program, referred to in the MECH manual, was removed because the information in the
program is out of date.
Landfill Air Emissions Estimation Model
This model was developed by the Clean Air Technology Center
(CATC). The Landfill Air Emissions Estimation Model can be used to estimate emission rates
for methane, carbon dioxide, nonmethane organic compounds, and individual toxic air
pollutants from landfills. The program can also be used by landfill owners and operators
to determine if a landfill is subject to the control requirements of the federal New
Source Performance Standard (NSPS) for new municipal solid waste (MSW) landfills (40 CFR
60 Subpart WWW) or the emission guidelines for existing MSW landfills (40 CFR 60 Subpart
Cc).

BEIS
The Personal Computer version of the Biogenic Emissions Inventory
System (BEIS2.3) allows users to estimate hourly emissions of biogenic volatile organic
compound and soil nitrogen oxide emissions for any county in the contiguous United States.
This system was developed by US EPA's Office of Research and Development via collaboration
between the National Risk Management Research Laboratory, Emissions and Modeling Branch
and the National Exposure Research Laboratory, Atmospheric Modeling Division. BEIS2.3 has
been written in C++/JAVA to allow better operability with current PC operating systems and
to take advantage of more recent approaches in object-oriented programming. BEIS2.3 uses
the same emission factors and land use data as PCBEIS2.2 and should produce very similar
results.
PM Calculator Program
EPA has replaced the PM-10 Calculator program with new software
that will estimate Filterable PM2.5 emissions. The new software, PM Calc is applicable to
point sources only and requires the user to input uncontrolled emissions (either total
filterable particulate or filterable PM10) for each source, the source category
classification (SCC) and the control device, if any. The program will then calculate
controlled emissions for filterable PM2.5 and filterable PM10 for each point source.
SPECIATE
SPECIATE is EPA's respository of Total Organic Compound (TOC) and
Particulate Matter (PM) speciated profiles for a variety of sources for use in source
apportionment studies. This release of SPECIATE no longer contains profiles assigned to
SCC's. Instead, searching for profiles by keyword has been improved and of course the user
can still browse through the profiles. Some additional improvements have been made to the
interface, and some minor bugs associated with the export feature have been fixed. No new
profiles have been added to SPECIATE since the previous release in October, 1999.
SPECIATE 3.1 is a 32-bit program that can run under Windows 95/98 or Windows NT. The
single file install version .exe file is a self-extracting 3 MB file. A 3-floppy disk
image version is also available below. The extracted files will require 10.1 MB of hard
disk space.
CHEM 9
CHEM9 is a compound properties processor that is based upon an
EPA compound database of over 1000 compounds. It provides the capability to estimate
compound properties that are not available in the database, including the compound
volatility and the theoretical recovery (fraction measured (Fm)) for EPA test methods 25D
and 305. Fraction emitted (Fe) and fraction removed in a steam stripper (Fr) values that
are not in the database can also be estimated using the CHEM9. Contact the CHEM9 hotline

WATER 8 and CHEMDAT 8
WATER8 is an analytical model for estimating compound-specific
air emissions from wastewater collection & treatment systems.
CHEMDAT8 is a Lotus 1-2-3 spreadsheet that includes analytical
models for estimating VOC emissions from treatment, storage and disposal facility (TSDF)
