- This fact sheet has been made available by EPA's Office of
Enforcement and Compliance Assurance. Alternative Dispute Resolution (ADR) is a tool which
enhances the negotiating process and is a standard component of EPA's enforcement program.
It should be considered at any point when negotiations are possible. This fact sheet
answers common questions about the use of ADR in enforcement actions and describes how to
use ADR in your case. Additionally, this fact sheet includes a short bibliography of ADR
guidances and reports published by the EPA and a listing of ADR contacts in EPA's Regional
Offices and

- The Office of Dispute Resolution coordinates the use of
Alternative Dispute Resolution (ADR) for the Department of Justice. The office is
responsible for ADR policy matters, ADR training, assisting lawyers in selecting the right
cases for dispute resolution, and finding appropriate neutrals to serve as mediators,
arbitrators, and neutral evaluators. The office also coordinates the Interagency ADR
Working Group, an organization that promotes the use of ADR throughout federal executive
branch agencies. Among the resources available on this site are ADR sourcebooks, texts of
Congressional statutes, the Presidential Memorandum on ADR, plus speeches, statistics, and
policy and guidance documents on the use of ADR.

- The Inventory of Conflict and Environment (ICE) is one of American
University's Mandala Projects--the Mandala Project was designed to identify, examine and
distribute information about the impact of globalization on critical aspects of the human
experience. ICE intends to provide a common basis and method to looking at issues of
conflict and environment. What you will find on this site is case studies of international
environmental disputes that include a case background, the environmental aspects of the
case, the conflict aspect, and other related information. Among the ways the cases can be
accessed are by geographical region, country, conflict type, environmental problem, or by
using the search engine to search by keyword.

representing a variety of contemporary national and regional environmental conflicts, an
environmental disputes and problem solving case studies database, as well as a searchable
database of related Internet resources and numerous online environmental publications.

specializes in combining environmental policy analysis with facilitation and mediation
skills to resolve complex disputes involving scarce or limited natural resources. On this
site learn more about CONCUR's projects and the variety of services they offer. Read their
current online newsletter which includes such articles as "Facilitation for
California's Water Resource Issues," "Mediating Toxic Clean-Up Issues," and
"Preconditions for Successful Regulatory Negotiations." The site also provides
an online catalog, with abstracts, of their environmental dispute resolution publications

- RESOLVE, Inc. is a Washington, DC based non-profit organization
specializing in environmental dispute resolution, environmental mediation, consensus
building, facilitation, conflict resolution and policy dialogue. Although this site is
still under construction, it already provides a lot of useful information about RESOLVE
and their recent activities in conflict assessment, mediation, and facilitation, as well
as general information on the consensus building and mediation process. Additional
resources at this site include articles such as "Alternative Dispute Resolution in
the NEPA Process," working drafts of in-progress papers for review and comment, and
an extensive bibliography on dispute resolution and related concepts. The site will be
offering online Conference Centers to host public and private discussions of environmental
dispute resolution issues. Also, RESOLVE is providing via this site the "Ask a
